We've developed a Greenways Plan to expand and connect our network of shared paths for walking, running and riding between neighbourhoods, parks, schools and key destinations. These connections will make it easier and safer for our community to move around sustainably, stay active, drive less and enjoy their local environment.

We’ll continue to keep the community informed as individual greenways move into planning, design and delivery and we’ll let you know when we’re consulting on street-based links near you.

What is a greenway?

A continuous path for shared use, predominately off-road, with vegetation along its length, linking important destinations.

They are:

continuous and connected – linking landmarks, historic buildings, open spaces, riverways, shopping strips, commercial centres, schools, sporting fields and community facilities
for shared use – recreation, walking, and cycling
generally including vegetation – to create wildlife corridors and habitats.

About the Greenways Plan

The Greenways Plan and 10-year Implementation Plan were adopted at a public Council meeting on 26 October 2026.

The Greenways Plan:

incorporated and consolidated path recommendations identified across existing strategies and masterplans, such as the Boroondara Bicycle Strategy 2022 and the Gardiners Creek (Kooyongkoot) Master Plan 2022.
identified new path links in parks, reserves, freeway reserves and on Victorian Government land to help expand and better connect our network.
identified new street-based links to connect existing and proposed paths in parks and reserves.
identified areas to improve vegetation and biodiversity, including new or additional trees and plantings in parks and reserves along our path network.

What new greenways are planned

The Greenways Implementation Plan 2026–2035 identifies:

19 links for priority design and delivery during Stages 1-2 (2027–2030)
47 indicative links for future design and delivery, during Stages 3-4, subject to funding (2031–2035).

How we’ll prepare for and construct new links

The implementation plan is a guide only, with flexibility to bring forward greenway projects when opportunities arise and sequence projects as required.

It will be reviewed every 2 years to align with funding allocations to ensure it remains up-to-date.

The delivery of all links will be subject to relevant stakeholder approvals, community feedback where required, and future budget and funding allocation.

How we selected the priority order for new links

All greenways (proposed new links and planned links already approved) were assessed and ranked against 5 criteria:

Connectivity and movement: A project's role within the wider network.
Walking and recreation experience: Walking environment quality and landscape character.
Biodiversity and environment: Contribution to biodiversity corridors and urban heat island mitigation.
Feasibility and deliverability: Land ownership and approvals, and physical or infrastructure constraints.
Community and social benefit: Community sentiment, access to schools, activity centres and community facilities.

This informs how each project is staged, delivered, funded and costed in this Implementation Plan.
