Asset Protection Permits and bonds protect council assets (footpaths, nature strips, vehicle crossings, kerbs, channels, drains, roads and laneways) from damage caused by building or demolition work.
Before you start building or demolishing, you must:
- apply for an Asset Protection Permit and pay an application fee
- pay a refundable bond.
You can start building once you've received an Asset Protection Permit.
Once you start building, your permit is valid for 3 years.
If you don't start building within 12 months of receiving your permit, the permit expires. You must apply for a new one if you still want to build.
Apply for an Asset Protection Permit
You must apply for an Asset Protection Permit for each building site before you start building works.
You'll need to pay a fee at the time you submit your permit application. The fee depends on the type of works and assets involved and the potential risks of the building work to council assets.

Pay the bond
After we process your application, we will:
- Inspect the building site and photograph council assets.
- Calculate the bond required for your works, after we've inspected the site
- Invoice you for the bond within 10 business days
- Issue your Asset Protection Permit after you've paid the bond.

Bond refund
When your building is finished, we'll inspect and photograph council assets to check their condition.
To receive your bond back:
- There must be no damage to council assets.
- The site must be restored according to Asset Protection Permit conditions, including
- removing rubbish, debris, and building materials
- repairing damage
- levelling and seeding damaged nature strips.
We'll refund the bond to the bank account of the person or company who paid the bond within 8 weeks of your application and payment.

Asset repairs
If our assets were damaged during building works, we'll email you to outline what was damaged and the permits you might need before you start repairs.
You can choose to arrange repairs yourself. You need to reapply for your bond refund when the repairs are complete.
We'll make a final inspection of the site when the repairs are finished.
If council assets are still not repaired to our standards, we may issue you a fine.
