We are upgrading the existing on-road bike lanes and installing safer intersection treatments along Willsmere Road and Kilby Road (between Earl Street and Burke Road) in Kew and Kew East. 

Our aim is to improve safety by creating separation between bicycle riders and motor vehicles. Doing so will support more people to move around our city safely and sustainably.

Background

In 2022, Council adopted the Boroondara Bicycle Strategy 2022. This strategy sets out a framework for improving infrastructure for bicycle riders in Boroondara. It was informed by community feedback received during consultation. 

Initiative 3 in the strategy is: “Improve bicycle safety along main roads and intersections through the implementation of on-road cycle infrastructure treatments which respond to the existing road corridor environment.”

Upgrading the existing on-road bike lanes and installing safer intersection treatments along Kilby Road and Willsmere Road in Kew East and Kew is an action we committed to deliver in response to this initiative. This action is included in the Boroondara Bicycle Strategy Implementation Plan - Stage 1: 2022/23 and 2023/24.

About the project

The sections being upgraded include: 

  • Willsmere Road T-intersections (between Earl Street and Kellett Grove)
  • Willsmere Road and Kilby Road bend (between Kellett Grove and White Avenue)
  • Kilby Road between White Avenue and Burke Road.

Willsmere Road T-intersections (between Earl Street and Kellett Grove)

There are currently white painted bicycle lanes along this section of Willsmere Road. On-street parking is also currently allowed along this section of Willsmere Road within the existing bicycle lanes except for near T-intersections where parking is banned in line with the statutory requirements.

To improve safety for bicycle riders and motor vehicle drivers along this section of road, we are installing:

  • green painted bicycle lane treatments at all intersecting roads
  • edge line markings that provide vibration and warning when driven over on the approach and departure side of intersections
  • extensions to the existing ‘No Stopping’ zone – extending to 20 metres on the Willsmere Road approaches to the T-intersections. 

The ‘No Stopping’ zone will result in the loss of 1 to 2 on-street car parking spaces. Access to properties will be maintained.

Willsmere Road and Kilby Road bend (between Kellett Grove and White Avenue) 

There are currently white painted bicycle lanes along this section of road. This section of road is a ‘No Stopping’ zone.

To improve safety for bicycle riders and motor vehicle drivers along this section of road, we are installing:

  • green painted bicycle lane treatments at intersecting roads and access points
  • low-profile concrete kerbs (painted yellow in segments) to create physical separation. 

There are no changes to on-street car parking along this section of road. It will remain a ‘No Stopping’ zone.

Kilby Road (between White Avenue and Burke Road)

There are currently white painted bicycle lanes along this section of road. On-street car parking is currently allowed in a parking lane adjacent to the nature strip.

To improve safety for bicycle riders and motor vehicle drivers along this section of road, we are installing:

  • green painted bicycle lane treatments at all intersecting roads and at specific intervals
  • edge line markings that provide vibration and warning when driven over on the approach and departure side of intersections
  • double chevrons (hatched line marking) painted on the ground to create a buffer between bicycle riders and parked cars as well as moving traffic.

There are no changes to on-street car parking spaces along this section of road. The parking lane adjacent to the nature strip will remain. Access to properties will be maintained over the painted chevron buffers.
