In accordance with Section 68A of the Victorian Domestic Animals Act 1994 (Act), Council must submit a Domestic Animal Management Plan (Plan) on a four-yearly cycle.

The Plan details Council’s strategic framework and action plan for the delivery of domestic animal management services throughout the City of Boroondara for the lifetime of the plan.

Council’s Plan 2021–2025 was adopted by Council on 28 February 2022 and is available below.

Have your say on our next Domestic Animal Management Plan 2026-29

Our Domestic Animal Management Plan 2026-29 will guide City of Boroondara’s approach to managing cats and dogs in our community.

We’re asking residents, pet owners, vets, pet shops and other animal management organisations for input that can help inform the plan.

Specifically, we want to hear about their experience of pet ownership, management, pet safety, welfare and community wellbeing.

Find out more and complete the survey before 5 pm on Monday 18 August 2025 on Your Say Boroondara.
