On this page Content components To be eligible for a Healthy Ageing Triennial Operational Grant, your group must:be an established group located and operating in Boroondarahave primary purpose of supporting healthy ageing, social connection and participation of older adultsbe committed to providing direct benefits to older residents of the City of Boroondara be a not-for-profit organisation that is either:an incorporated entity (for example, a co-operative, incorporated association, public company or company limited by guarantee); or auspiced by an incorporated third party, (unless requesting less than $1,000) have an Australian Business Number (ABN), or complete a Statement by Supplier form, or hold an exemption from registration hold an adequate public liability insurance policy to cover members and the general public, as appropriatenot have their own grant giving program or fundraising program that provides money to finance another organisation's community initiatives.be led by a volunteer committee, no paid employeescomply with all applicable laws, including:All statutory requirements to maintain their status as an incorporated entity, including all relevant governance, accounting, reporting and auditing requirements:child safe standards under the Child Wellbeing and Safety Act 2005, for organisations that provide services to minors any registration or accreditation requirements applying to professional employees, contractors or activity providers comply with Occupational Health and Safety, safe working practices and Worksafe recommendations and requirements.have a more than 50% of members residing in Boroondara.be open to new members who the group’s activities are intended for, where space is available.ObjectivesThe program is governed by the Community Grants Policy 2025, which aligns community grants with Council’s strategic objectives as identified in the Boroondara Community Plan 2025-35 ( BCP). In your application you’ll be asked to choose two Community grant objectives, one Boroondara Community Plan Aim and one Health priority which best fits your activities. The objectives of the Community Grants are to:increase participation of residents in their communityincrease inclusion and representation of under-represented groups and issuesdevelop innovative approaches to local issuesassist groups and volunteers to develop skills and build capacityencourage the sustainability and better governance of community organisationsencourage partnerships between local organisations and the development of local community networks.You will be asked to select two community strengthening grant objectives and explain how you will deliver on the objectivesThe BCP also outlines Council’s health priority outcomes, as part of the Health and Wellbeing Plan and include:Increase mental wellbeing and social inclusionIncrease physical activity and active livingIncrease healthy eatingImprove gender equality and prevent gender-based violenceTackling climate change and its impacts on healthReduce harm (namely injury, alcohol and emerging harms).The Healthy Ageing Triennial Operational Grant program aligns with Boroondara Community Plan 2025-35 Theme 1 - Our community. Include the anticipated number of participants.How will your group deliver and evaluate its program/activities?ExclusionsThe following will not be funded: individuals and private profit-making organisationsOrganisations or groups that:own or operate poker machines explicitly promote sports bettingmeet or host events in venues that have gaming machines alcohol and items directly associated with the service of alcohol such as purchase of alcohol, purchase or hire of infrastructure for a bar (or similar) and/or seating area which requires a liquor licence to operate, engagement of a mobile alcohol vendor. funding requests that are considered by Council to be the funding responsibility of other levels of government primary or secondary schools (Council encourages partnerships between schools and community organisations, but the community organisation must be the applicant) auspice fees, being fees charged by an organisation to manage a grant (Aim 1.5 Arts and culture is exempt from this exclusion) registered political parties or organisations that are controlled by a registered political party religious projects or activities seeking to promote the spiritual beliefs of a religious group project or activities that seek to lobby the local, state or federal governments about particular laws, policies, practices or decisions of governments funding of prizes, sponsorships, donations or gifts (refer Community Grants Policy - Definitions ‘prizes’, ‘sponsorships’, ‘donations’ or ‘giftsnew building works, capital improvements, facility maintenance and fixed assets (refer Community Grants Policy - Definitions ‘new building works’, ‘capital improvements’, ‘facility maintenance’ or ‘fixed assets’ https://www.boroondara.vic.gov.au/media/114596/download?inlineactivities that have been, or are being, funded by other parts of Council interstate or overseas travel.Conditions of funding Please note the following conditions of funding:only one application per round can be submitted per group.applications must be submitted via the SmartyGrants website and can be accessed via the Council website Community grants | City of Boroondaraexecute and comply with a funding agreement (grant funds will not be released before the funding agreement is executed by both parties)successful applicants will be required to complete an acquittal report annually (or as otherwise specified in the funding agreement) to Council’s satisfaction against agreed outcomes, as part of the decision-making process for continuing the funding. The report form will be available via the SmartyGrants website and must be submitted online. These reports will be reviewed by Council officers.Council may make funding conditional on other specific conditions being met as stipulated in the funding agreement.if the activities or timeframe need to be varied, the applicant must contact Council to discuss, prior to any changes being made. provide all reasonable cooperation to assist Council to comply with its legal obligations, including under the Freedom of Information Act 1982.be aware Council may apply a cap on frequently requested budget items. Examples include, but are not limited to, catering costs, technology items and activity costs.
