You need a skip bin permit to place a skip bin on a road or Council-owned land. 

You don't need one if the bin is on private property. 

Skip bins aren’t allowed on arterial roads.

Only registered skip bin companies may apply for a skip bin permit. Residents or property owners who need a skip bin should contact a local company to hire one on their behalf.

Apply for a skip bin permit

If you're a skip bin company, you can apply and pay for a skip bin permit online through Service Victoria. You’ll need to provide:

  • your ABN
  • a copy of your public liability insurance certificate for a minimum of $20 million (this policy must be valid for the entire permit period)
  • credit card information to process your payment upfront.

  • Permit application fee: $29 per application
  • Skip bin hire fee: $29 per day.

Permit conditions

As the skip bin supplier, you must follow these conditions.

  • Place the skip bin in the City of Boroondara. To see the City of Boroondara municipal area, visit the map on our About Council wards page. To find a property’s municipality, visit the Victorian Government's Know Your Council website.
  • Put retro-reflective tape on the skip bin as defined by the VicRoads Code of Practice for the placement of waste bins on roadsides.
  • Keep the skip bin clean and display the company name and phone number on the skip.
  • Take care not to damage council infrastructure or assets. You are responsible for any damage to channels, footpaths, nature strips or other council assets. If damage occurs, tell us as soon as possible.
  • Keep the area around the skip bin clean and clear up when the skip bin is removed.
  • Make sure waste that won’t fit in the skip bin isn’t put in other rubbish or waste bins in the area.
  • Make sure food or waste that has organic matter isn’t put into the skip bin.
  • Empty the skip bin often so that its contents don’t overflow. If loose materials or particles can be blown out of the skip bin, it must be covered.
  • Make sure the skip bin isn’t a danger to public safety. This includes attaching lights to the skip bin if it’s not visible in the dark.
  • Follow the permit conditions and our Amenity Local Law.
  • Make sure that the person who delivers and picks up the skip bin, and the person who hired it, know the permit conditions.
  • Remove the skip bin by the permit’s end date.
  • Make sure the skip bin is a maximum of 7.5 m long, 2.5 m wide and 1.5 m high. For bigger skip bins, you need to apply for a permit to use a road or footpath. You can find this information on our Occupying a road or footpath page.
  • Follow the ‘Supplier’ and ‘Driver’ responsibilities in the VicRoads Code of Practice for the placement of waste bins on roadsides.

Cancel or change a permit application

Contact us to cancel or change your permit application. This includes:

  • processing a refund if you reduce the number of days your permit is valid for, or
  • paying additional charges if you need to extend your permit.

To cancel a permit application, you must contact us before 10:00 am on the permit’s start date. The application fee is not refundable.

To reduce the number of days your permit is valid for, contact us before 10:00 am on the day you want the permit to end. (For example, if your permit covers Monday to Friday and you want the permit to end on Wednesday, contact us before 10:00 am on Wednesday.) Otherwise, you will be charged for the full day.

If you require a refund, please provide:

  • permit reference number
  • proof of payment or receipt number.

We'll refund the credit card used for the initial payment.
