Improving public toilets

Our Public Toilet Strategy 2025-2035 guides the future planning, delivery, upgrade and management of public toilets in Boroondara. It outlines our 10-year plan to: 

  • improved cleaning of toilets and regular maintenance checks
  • locate public toilets close to community activities
  • improve accessibility
  • design more public toilets to be gender-inclusive
  • continue to meet safety and security expectations
  • guide decision-making for the addition of new public toilets in Boroondara.

The guidelines were shaped by the feedback we received during community consultation. You can find out more about what our community told us on the Your Say Boroondara website.

The strategy will focus on 62 Council-owned and maintained public toilets that are:

  • freestanding (for example, in parks, reserves and some shopping centres and strips)
  • directly accessible to the public (for example, from the outside of some sporting pavilions).

Changing Places

Changing Places facilities are larger than standard accessible toilets. They have extra features and more space to meet the requirements of people with disability and their carers. 

We have 2 Changing Places facilities in Boroondara:

  • Near the Victoria Park Regional Playground within Victoria Park. The closest access is via Adeney Avenue near Campbell Street. 
  • 127 Union Road, Surrey Hills.
