VicSmart is a simple and fast planning permit process for straightforward applications, such as:
- minor buildings and works
- minor subdivision
- tree removal and lopping
- small advertising signs
- car parking reductions.
VicSmart applications are processed within 10 days.
Check if you’re eligible
You may be eligible to apply via VicSmart if your land is affected by any of these zones and overlays:
- Residential Zone (if associated with one dwelling)
- Environmental Significance Overlay
- Significant Landscape Overlay
- Heritage Overlay
- Design and Development Overlay (including Design and Development Overlay Schedule 31)
- Special Building Overlay.

Developing on smaller lots
If you’re developing on a smaller lot (less than 300 m2) and your property meets the following Clause 54 requirements from the Boroondara Planning Scheme, it may be assessed via VicSmart:
- A3 Street Setback
- A15 Overlooking
- A14 Overshadowing open space
- A13 North-facing windows
- A12 Daylight to existing windows
- A11 Walls on boundaries
- A10 Side and rear setbacks.

Application fees
You must pay an application fee set by the Victorian State Government.
The fee is based on the type of development and estimated cost of works. It will be calculated automatically after you finish submitting the online application, based on the information you give.

The assessment process
We assess your application against the Planning Scheme criteria.
- We'll contact you within 5 business days if we need more information.
- We’ll notify you within 10 business days of our decision.
You can appeal our decision if you don’t agree.
