About the Roseberry Street Heritage Assessment

In July 2021, some of our community members lodged a nomination with Council to include Roseberry Street, Hawthorn East in the Heritage Overlay. We referred the community nomination and associated background information to Council’s heritage consultant, Context, for assessment.

Our heritage expert concluded that an extension of the Brickfields Environs Precinct to include properties on Roseberry Street in the Heritage Overlay could be facilitated by revising the existing Brickfields Environs Precinct heritage citation. 

On 5 October 2022, the Urban Planning Delegated Committee (UPDC) considered the draft revised Brickfields Environs Precinct citation and officer recommendations. They resolved to proceed with including an extension of the Heritage Overlay into Roseberry Street and to complete preliminary consultation.

Preliminary consultation ran from 14 November to 16 December 2022. On Monday 20 February 2023, the Urban Planning Delegated Committee (UPDC) considered a report on the outcomes of the preliminary consultation process for the Brickfields Environs Precinct Roseberry Street Extension study.

At the meeting, the UPDC resolved to:

  • adopt the revised Brickfields Environs Precinct heritage citation as recommended by Council officers
  • start the formal planning scheme amendment process to introduce the proposed changes into the Boroondara Planning Scheme.

Current status – July 2025

On 26 June 2025, the Minister for Planning provided a decision on the request for authorisation for Amendment C395boro.

The Minister refused authorisation for the amendment. In refusing Council's request for authorisation, the DTP provided reasons as follows:

  • The Heritage Overlay is a planning tool that should be applied to the best examples of heritage, rather than all examples.
  • The revised citation for the Brickfields Environs Precinct did not adequately address issues identified in previous studies that ultimately led to recommendations to not include Roseberry Street in a Heritage Overlay.
  • The revised citation does not appear to have reassessed the contribution of properties in the existing precinct to the revised precinct.
  • The intactness of the Roseberry Street extension is low, in comparison to the existing HO841 precinct. This means the existing precinct is a better example and inclusion of Roseberry Street would diminish the overall intactness of the precinct.

Council officers are accordingly no longer pursuing heritage controls for the Roseberry Street extension to the Brickfields Environs Precinct.
