In July 2021, some of our community members lodged a nomination with Council to include Roseberry Street, Hawthorn East in the Heritage Overlay. We referred the community nomination and associated background information to Council’s heritage consultant, Context, for assessment.

We asked Extent Heritage to:

  • carry out an independent peer review of the community nomination
  • understand the merits of including Roseberry Street in the Heritage Overlay.

We also provided Extent Heritage with material submitted by community members.

On 4 October 2021, the Urban Planning Delegated Committee (UPDC) considered a report on the community nomination. The UPDC decided to ask for another report addressing the viability of including the more intact section of Roseberry Street in the Heritage Overlay. This provided the opportunity for interested community members to give further written evidence supporting the nomination. The resolution also noted the UPDC would consider a further report on 6 December 2021.

On 8 November 2021, the UPDC considered a report seeking to defer the additional report from 6 December 2021 to early 2022. This would give Extend Heritage more time to review the written evidence from interested parties. The UPDC decided to defer the item to the first available meeting in February 2022.

On 21 February 2022, the UPDC considered a report on the outcomes of the review of further written evidence provided by interested community members. The UPDC decided to allow more exploration of the heritage values of the precinct and its relationship with the wider Brickfields Environs Precinct. This will involve the preparation of another report with recommendations, which will be presented at a future UPDC meeting later in 2022.

Any party will have the opportunity to address the UPDC in response to the matter and the Council officer recommendations. For more information, please contact Emil Dickson, Strategic Planner by email at [email protected] or by phone on (03) 9278 4815.
