Who can apply

You can apply for a residential parking permit if you live in a street that:

  • is in a residential parking permit zone
  • has time restricted parking areas of one hour or more.

There are 2 types of residential parking permits:

  • Specified Vehicle Permits
  • Visitor Parking Permits.

Only residents who live at the property can apply. You can only submit one application per property at a time.

Residential parking permits are free. If you need a replacement permit, you need to pay a fee.

Specified Vehicle Permit

Apply for a Specified Vehicle Permit for a vehicle registered either:

  • at your address
  • to a company and driven by someone at your address.

Display your permit in the lower left corner of the vehicle's windscreen.

The Specified Vehicle Permit is only for the vehicle listed on the permit.

Visitor Parking Permit

Apply for a Visitor Parking Permit for a vehicle:

  • visiting your address
  • registered at your address, for example if you live in a share house and the permit is shared with housemates.

Hang the permit on the rear view mirror of the visiting vehicle.

Eligibility and number of residential parking permits you can have

The number of parking permits you can have depends on your property type.

Single home

You can apply for 3 parking permits in total, including a maximum of 2 visitor permits. 

A single home can include 2 separate buildings or dwellings if both are covered by the same council rates. 

Unit or apartment

Check when your unit or apartment was built to find out if you can get a permit. 

  • If you live in a unit or apartment that was built after July 2011, you are not eligible for a residential parking permit of any kind.
  • If you live in a unit or apartment that was built between 2001 and July 2011, you may be eligible for one Specified Vehicle Permit or one Visitor Parking Permit. To find out if you're eligible call us on (03) 9278 4444.

Property above a shop

If you live above a shop, you may be able to get a Specified Vehicle Permit. 

Submit your application and a council officer will assess the area before making a decision.

Boarding or rooming houses

If you are boarding or live in a rooming house, you can have 2 Visitor Parking Permits per property.

The house manager needs to submit the application.

We'll get back to you within 21 days with either:

  • your parking permit
  • a request for more information
  • an explanation of why we can't issue you a permit.

What to include with your application

You need to show proof of address. Include a current document showing your name and address, such as:

  • a driver licence (we need to see both sides)
  • vehicle registration with your property address
  • an internet or phone bill (issued in the last 3 months, service and postal address must be the same)
  • a lease agreement signed by the landlord or real estate agent and all tenants
  • a letter from the landlord or real estate agent confirming your tenancy
  • your home and contents insurance policy
  • a health care card, pensioner card, Department of Veterans' Affairs pensioner concession card, or war widows card.

Apply for additional residential parking permits

You can apply for an additional Specified Vehicle Permit when:

  • it's for another vehicle registered to the address
  • there is at least 23 m at the front of the property to park legally
  • vehicles can enter and exit neighbouring driveways safely.

Only the original permit holder can apply for an additional Specified Vehicle Permit.

Apply for an additional residential parking permit

Amend or cancel a parking permit

Amend your current residential parking permit when you:

  • change your vehicle registration
  • want to change your permit type (for example to change a Visitor Parking Permit to a Specified Vehicle Permit)
  • don't need your permit and need to cancel it.  

Only the original permit holder can apply to amend or cancel a parking permit.

If you move from your current address, contact us on (03) 9278 4444 or email [email protected]. We'll cancel your parking permit when the new residents apply for theirs.

We'll get back to you within 10 business days with either:

  • your amended permit
  • a request for more information
  • an explanation of why we can't issue you a permit.

Lost or damaged parking permits

If you lose or damage your residential parking permit, we can replace it.

Only the original permit holder can apply for a replacement permit by completing the lost or damaged residential parking permit form below.

The fee for a replacement permit is $17.30. 

Submit the form, supporting documents and payment by email to [email protected], in person or post to our council offices

If possible include your damaged permit with your application.

We'll get back to you within 10 business days with either:

  • your permit
  • a request for more information
  • an explanation of why we can't issue you a permit.

We'll cancel your original permit when we issue you a new one. If you use your cancelled permit you could get a fine.

Permit renewals

We renew residential parking permits every 2 years. The next round of renewals will be in June 2023, and then June 2025.

You'll receive your new permit in the post.
