How member kindergarten places are allocated

We allocate places for kindergartens that are members of our Central Registration and Enrolment Scheme. This covers most kindergartens in Boroondara but not those in long day care or independent schools.

Allocation criteria for 3 and 4-year-old kindergarten places

Priority of access criteria
High priority children

In line with the Victorian Government Kindergarten Funding Guide Priority of Access: 

  • children at risk of abuse or neglect, including children in out-of-home care.
  • Aboriginal and/or Torres Strait Islander children.
  • asylum seeker and refugee children.
  • children that meet the eligibility criteria for the Kindergarten Fee Subsidy:
    • a child or parent holds a Commonwealth Health Care Card, Pensioner Concession Card, Veteran’s Affairs Card, or
    • triplets or quadruplets.
  • Children with additional needs, defined as children who:
    • require additional assistance to fully participate in the kindergarten program
    • are declared eligible for a second funded year of either 3 or 4-year-old kindergarten.
    • require a combination of services which are individually planned
    • have an identified specific disability or developmental delay.
Agreed local criteria - The criteria are applied to the first preference kindergarten only.
Current 3-year-old enrolments

Children currently enrolled at the kindergarten, in order of:

  • residents of Boroondara, closest kindergarten, with prior sibling in the last 5 years
  • residents of Boroondara, closest kindergarten
  • residents of Boroondara, with prior sibling in the last 5 years
  • residents of Boroondara
  • non-residents, with prior sibling in the last 5 years
  • non-residents.
Residents of Boroondara

Residents in order of:

  • closest kindergarten, with a sibling currently enrolled at the kindergarten or enrolled within the previous 5 years
  • closest kindergarten
  • a sibling currently enrolled at the kindergarten or enrolled within the previous 5 years
  • all other residents of Boroondara. 
Non-residents

Non-residents in the order of:

  • children with a sibling currently enrolled at the kindergarten or enrolled within the previous 5 years
  • all other non-residents.

Will my child get their preferred placement?

If all criteria are equal, positions shall be determined by a computer-generated random allocation. Fulfilling the criteria for registration does not guarantee a placement at a member kindergarten due to the excessive number of applicants.
