If your event affects how vehicles, pedestrians or cyclists move through an area, even temporarily, you must consider traffic management. This includes road closures, detours to traffic, changes to car park access, having loading zones or drop-off areas near the event and using vehicles on footpaths or shared zones.

Traffic Management Plan (TMP) 

You must provide a TMP if your event involves any of the following:

  • closing or partially obstructing a road, footpath or public car park
  • using traffic controllers or signage to manage vehicles
  • large crowds or increased pedestrian flow that may conflict with vehicle access
  • event bump-in or bump-out using heavy vehicles or equipment
  • using buses or shuttle services to and from the event site.

Even if you don’t think a full TMP is required, we may request one if your event poses any potential disruption or safety concern.

Who should prepare the TMP

A Traffic Management Plan needs to be prepared by a qualified traffic management provider and must:

  • comply with VicRoads Code of Practice for Worksite Safety – Traffic Management
  • include a diagram of signage and traffic flow
  • be submitted to us for review and approval
  • be submitted to Victoria Police and Department of Transport if required.

We will advise if you need to notify Public Transport Victoria, VicRoads or Emergency Services.

Event permit

You will also need to apply for an event permit if your traffic plan affects any council-owned roads, footpaths or public car parks.

Key considerations

  • Access for emergency vehicles must be maintained at all times, including sufficient width and clearance height for a fire engine.
  • Consult directly with Fire Rescue Victoria (FRV) to confirm minimum access widths, turning radius and clearance requirements for their vehicles at your chosen site. Do not assume existing access is adequate without verification.
  • Ensure clear pedestrian routes remain open and accessible at all times.
  • Communicate road closures or access changes to affected residents and businesses well in advance.
  • Temporary signage must not obscure permanent road or safety signs.
  • Consult with all Emergency Services (FRV, Victoria Police, Ambulance Victoria, SES) to confirm what access and facilities they require to support your event.
