First Aid

The presence of qualified first aid services is critical, especially for larger events or those involving physical activities, alcohol and/or food vendors. When planning first aid provisions, consider these key factors.

Licenses and qualifications

• All commercial first aid providers in Victoria must be licensed by the Department of Health. Ensure your first aid provider holds the appropriate licence by checking the Department of Health website.  
• Ensure that First Aiders have current qualifications and experience specifically related to public events.

First Aid Plan

Your first aid contractor should develop a detailed plan outlining the number of First Aiders, their qualifications, the location of first aid facilities and the types of equipment available.

Risk Assessment

A risk assessment should be conducted by the first aid provider to determine the level of coverage required based on the number of attendees, the nature of the activities and any potential hazards. For example, with a defibrillator be sure to brief your first aid provider thoroughly about the event to ensure proper planning.

Number of first aid personnel

The number of First Aiders required depends on the event’s size and risk level. A minimum of Senior First Aid (Level 2) staff should be present. 

The number of first aid posts should match the expected attendance and these posts should be clearly identified with a white cross on a green background. The following table, provided by St John Ambulance Australia, serves as a guide for staffing.

Facility requirements

For major events, access to a first aid vehicle/ambulance or a dedicated facility may be necessary. The facility should include:

• hot and cold running water
• two separate rooms (or adequate partitions) for male and female patients with a bed and chair
• a hard stand floor area not less than 24 square metres
• chairs and tables
• clear, visible signage (including at night)
• power and adequate lighting
• contact details for the first aid provider and supervisor
• clear location on the site map
• a skills matrix of the First Aiders with their qualifications.

First Aid station location

Place the first aid station in a visible, shaded and accessible location. It should also have access to lighting, power and running water as ideally, air conditioning/heating would also be provided for comfort. Ensure it’s clearly marked on the site map and easy for event staff and attendees to find.

Equipment

First aid kits must be fully stocked with in-date items, clearly marked and easily accessible. Provide first aid staff with 2-way radios or other communication tools to stay in contact with event organisers.

Notification requirements

For larger events, notify Ambulance Victoria and your first aid provider at least 6 months prior to the event. For smaller events, provide one month notice in advance, particularly during the busy summer season. Notification can be emailed to Ambulance Victoria at [email protected].
