Council is proposing to discontinue the road adjoining 36 Cecil Street and 8 Downton Grove, Kew, which is shown hatched on the plan below (“the Road”). The Road is shown as Lots 1 and 2 on proposed title plan TP972093D and is currently part of Certificate of Title Volume 8388 Folio 059. 

If the Road is discontinued, Council is proposing to sell the Road to the adjoining property owners by private treaty, in line with Council’s Discontinuance of Roads and Reserves Policy.

Conditions of sale

• The purchasers must pay Council’s costs related to the discontinuance and sale of the Road currently estimated at $28,000.00.
• The purchasers must consolidate the title of the Road with the title of their existing property within 12 months of completion of the sale of the Road.

Council is inviting submissions on this proposal to discontinue and sell the Road. You can make a submission before Friday 28 August 2026 by:

• posting it to Chief Financial Officer, City of Boroondara, Private Bag 1, Camberwell VIC 3124
• emailing it to [email protected]
• providing your submission in person at the Council offices at 8 Inglesby Road, Camberwell.

You can also ask to appear at a Council or committee meeting in person or have someone represent you. Council will notify you of the date, time and place of the meeting once it is determined.

How we manage submissions and make our decision

We manage all submissions and personal information in line with the Privacy and Data Protection Act 2014. 

We will consider all submissions in line with section 223 of the Local Government Act 1989.  

After we have considered the submissions, we may decide to discontinue and sell the Road, part of the Road or not to discontinue and sell the Road. 

This notice is in line with section 114 of the Local Government Act 2020 and Council’s Community Engagement Policy.
