This is a requirement under the Disability Discrimination Act 1992, which states: “Australian Government agencies are required to ensure that information and services are provided in a non-discriminatory accessible manner”.
Principles to support accessibility
To achieve accessibility, we have followed the following principles:
- Wherever possible, we have tried to explain Council services and processes in clear language so it is easy to follow.
- Content is displayed in a way that makes it easy to read and scan.
- We have converted most non-accessible documents to page content, or created an accessible version of the PDF or Word document if possible.
- Most pages have an icon near the top for a program called ReadSpeaker. If you click on the icon, a voice will read out the page content.
The site has been designed and built to Level AA of the Web content accessibility guidelines version 2.0 standard. It is compatible with software and systems used by people with disabilities (known as assistive technologies), including:
- Screen readers
- Screen magnifiers
- Voice recognition
- Standard accessibility features in mobile devices.
Sometimes larger documents - such as Council meeting papers, strategy documents and reports - contain pages that have been scanned, or contain graphs and images that cannot be converted to accessible text. We have tried to limit the number of these documents.
Some third-party systems that we link to from the website may have different levels of accessibility that are out of our control. However, when we upgrade or replace these systems, we include accessibility considerations as part of the requirements to improve access for all our customers.

About our level of accessibility compliance
In December 2018 Vision Australia conducted our annual ‘Accessibility Audit and Post-rectification Review’ on the City of Boroondara website. This assessment was in line with the internationally recognised Website Accessibility Conformance Evaluation Methodology (WCAG-EM) 1.0.
On the date of this review, Vision Australia confirmed that the City of Boroondara website satisfied all Level AA success criteria of the Web Content Accessibility Guidelines (WCAG) 2.0 specification.
Our next audit will be assessed against Web Content Accessibility Guidelines (WCAG) 2.1 specifications. We will continue to monitor the accessibility of our website and its content through annual audits and ongoing quality assurance and testing.
