Amendment C294 proposes to implement the recommendations of the Kew Heritage Gap Study.

Current status (March 2021)

Following Council’s decision to adopt Amendment C294 Part 2 at the 24 August 2020 Ordinary Meeting of Council, the Minister for Planning has approved the amendment.  The amendment came into effect on Friday 12 March 2021 when a notice was published in the Government Gazette. [PDF 362KB] 

The Minister for Planning approved Amendment C294 Part 2 mostly as adopted by Council subject to the following change:

  • Bradford Estate Precinct (HO798): Only include the properties on the eastern side of the street (2 to 18) in the Heritage Overlay.  The Minister did not support the inclusion of 7 to 15 Bradford Avenue in the Heritage Overlay. 

The interim Heritage Overlays that previously applied to properties Council ultimately resolved to remove from Amendment C294 Part 2 have also been removed by the Minister in his approval.  This includes:

  • Goldthorns Hill & Environs Precinct
  • Clifton Estate Residential Precinct (Florence Avenue)
  • 3 Grange Road, Kew

We are currently preparing written notification to send to all affected property owners and occupiers about the Minister’s decision.

Amendment C294 Part 1 relating to the Kew Services Reservoir at 370-376 Cotham Road, Kew is still being progressed separately.

The amendment applies the Heritage Overlay on a permanent basis to 19 individual heritage places, seven (7) heritage precincts and six (6) precinct extensions as detailed below.
