About Kaydon Court Flats, 1 Cooloongatta Road Camberwell - Heritage Assessment

Council has engaged heritage ALLIANCE to prepare a heritage assessment for Kaydon Court Flats, a group of post-WWII flats located at 1 Cooloongatta Road, Camberwell.

On 16 August 2021, the Urban Planning Delegated Committee (UPDC) adopted the heritage citation for Kaydon Court Flats, 1 Cooloongatta Road, Camberwell and resolved to request authorisation to prepare an amendment to the Boroondara Planning Scheme to include the property in the Heritage Overlay. Current status (November 2021)

On 24 August 2021, Council requested authorisation from the Minister for Planning to prepare and exhibit Amendment C365boro to the Boroondara Planning Scheme to include the property in the Heritage Overlay.

Council has been advised by the Department of Environment, Land, Water and Planning (DELWP), on behalf of the Minister for Planning, that Council’s request for authorisation to prepare Amendment C365boro to the Boroondara Planning Scheme has been refused.

DELWP provided the following justification for their decision:

  • The comparative analysis does not provide sufficient evidence to substantiate the significance of the site in accordance with Planning Practice Note 1: Applying the Heritage Overlay. It is considered that there are more notable examples of post-war flats already within the Heritage Overlay.
  • The amendment does not represent a sound, strategic planning approach to identification and conservation of places of potential heritage significance. An extensive heritage study was undertaken in 2017 and 2018 through the Camberwell Municipal Wide Heritage Gap Study, which assessed all properties in Camberwell outside of the existing Heritage Overlay, including 1 Cooloongatta Road, Camberwell, however did not recommend the site for heritage protection. It is considered that the previous study provided opportunity for the potential heritage significance of the site to be assessed and determined.

As a result of this decision, the amendment will not proceed and the property will not be affected by the Heritage Overlay.
