About Former Withers House – Heritage Assessment
Council has engaged Built Heritage to prepare a heritage assessment for the former Withers House, 32 Corby Street, Balwyn North.
The assessment has now been completed and has identified the place to be of local heritage significance. It is recommended for inclusion in the Heritage Overlay under the Boroondara Planning Scheme as an individually significant heritage place.

Adoption of Heritage Citation
On 18 October 2021, the Urban Planning Delegated Committee (UPDC) adopted the heritage citation and resolved to commence the formal planning scheme amendment process to apply the Heritage Overlay to the property.
To introduce the Heritage Overlay, Council needs to amend the Boroondara Planning Scheme. To commence the planning scheme amendment process, Council has written to the Minister for Planning to request authorisation to prepare and exhibit Amendment C368boro. Following authorisation from the Minister for Planning, Council will commence the exhibition process.
As part of the public exhibition process, Council will notify all affected and adjoining/abutting property owners/ occupiers, anyone who lodged feedback as part of the preliminary consultation as well as any other interested stakeholders of the proposed Heritage Overlay and invite feedback.

Please note that Council commissioned 2 heritage assessments for the site. While both recommended its inclusion in the Heritage Overlay under the Boroondara Planning Scheme as an individually significant place, only the draft heritage citation prepared by Built Heritage forms the basis for pre-consultation and UPDC consideration.
