Project status

We are upgrading Bellevue Shopping Centre on Bulleen Road, Balwyn North.

Works started in May 2022. Although we expected to complete works by mid-2022, recent wet weather has delayed construction.

We now expect to complete works by late-August 2022.

Project overview

We are making improvements to Bellevue Shopping Centre as part of our Shopping Centre Improvement Program. These works will create a safe, functional and pedestrian-friendly environment. They also aim to improve the shopping centre’s appearance and character.

Works will include:

  • new street furniture like seats, bicycle hoops, and rubbish and recycling bins
  • better safety and access features like improving pedestrian visibility at key crossing points
  • re-grading the bus stop ramp to comply with universal access standards
  • new raised pedestrian area at the base of the bus stop ramp
  • new disabled car park outside 103 Bulleen Road
  • converting one car park outside 105 Bulleen Road into a safe pedestrian crossing zone
  • expanded public and café seating areas, added greenery and new seating
  • new raised threshold treatment and speed cushions on Dorado Avenue.

We aim to improve user satisfaction with these changes, and support the local economy by encouraging more people to visit the centre for longer. We have based the design on site analysis and community and trader feedback.

After receiving community and trader feedback, we are now only removing two car parks. The original draft concept design had proposed removing four car parks.

The design has also been changed to remove the proposed raised kerb outstand at the corner of Dorado Avenue and opposite the bus stop ramp. This is so that the flow of the existing flood overlay path along the service road is not impeded.


When Stage Progress update
April/May 2022 Community and trader consultation We asked the community and traders for feedback on the draft concept design
Mid-May 2022 Construction Works are expected to be carried out on the shopping precinct
Late-August 2022 Construction expected to be complete Expected completion date of mid-2022 has been delayed due to recent wet weather


During the construction period, there may be:

  • some short-term impacts to car parking and outdoor dining when works are being carried out outside particular businesses
  • a temporary closure of the bus stop to carry out accessibility improvements, and a new raised area at the base of the bus stop ramp
  • a temporary closure of Dorado Avenue to install new speed cushions and raised threshold treatments
  • minor interruptions to business entries to install new pavement

A temporary bus stop will be located outside 91 Bulleen Road during construction works.
