Boroondara City Council is considering making Council’s Governance Rules, Councillor and Member of a delegated committee Expenses Policy and Public Transparency Policy.

These governance documents are being made in accordance with the Local Government Act 2020 (the Act).

Proposed Governance Rules

Pursuant to section 60 of the Act Council is required to adopt and apply Governance Rules which describe the way it will conduct Council meetings and make decisions.  The Governance Rules also includes Council’s Election Period Policy.

The proposed Governance Rules are designed to ensure good governance by Council through the performance of its role in accordance with the overarching governance principles and supporting principles in the Act.

Proposed Councillor and Member of a delegated committee Expenses Policy

Pursuant to section 41 of the Act Council is required to adopt a Councillor and Member of a delegated committee Expenses Policy (Policy).

The proposed Policy provides for the reimbursement of out-of-pocket expenses for councillors and members of a delegated committee.  In accordance with the Act, the Policy: specifies procedures to be followed in applying for reimbursement and in reimbursing expenses; and provides for the reimbursement of child care costs where the provision of child care is reasonably required for a Councillor or member of a delegated committee to perform their role; and have particular regard to expenses incurred by a Councillor who is a carer in a care relationship with the meaning of section 4 of the Carers Recognition Act 2012.

Proposed Public Transparency Policy

Pursuant to section 57 of the Act Council is required to adopt a Public Transparency Policy.

The proposed Public Transparency Policy gives effect to the public transparency principles in the Act, describes the ways in which Council information is to be made publicly available and specify which Council information must be publicly available, including all policies, plans and reports required the Act or any other Act.

A copy of the proposed Governance Rules, Councillor and Member of a delegated committee Expenses Policy and the Public Transparency Policy may be obtained from Council's website www.boroondara.vic.gov.au

Any person wishing to do so may make a submission relating to these governance documents to the Council.  All submissions received by the Council within 14 days of the publication of this notice will be considered.  Any person making a submission is entitled to request (in the submission itself) to be heard in support of the submission by appearing on line via the video conferencing system Webex Events before a meeting of Council.  In that event, the person will be notified of the date, time and how to join the hearing.

Submissions will be considered at the Services Special Committee on Monday 17 August 2020.

Any person making a written submission is advised unless indicated otherwise, submissions will be presented to Council including the submitter’s name.  Details of submissions will also be included within the official Council Agenda and Minutes which are a permanent public document and record and which will also be made available on Council’s website.

Council will meet to consider adopting the proposed Governance Rules, Councillor and Member of a delegated committee Expenses Policy and Public Transparency Policy at the meeting of Council on 24 August 2020.
