The City of Boroondara resolved at its Urban Planning Committee on 19 December to oppose the Victorian Government’s proposal for the Markham Estate redevelopment in Ashburton.
Councillor Phillip Healey, Mayor of Boroondara, said that Council and the community are supportive of the provision of public housing but are highly disappointed with the proposal.
“The proposed number of private dwellings is excessive, the scale is out of context, the costing is flawed and the design fails to comply with Council’s planning policies and the Minister’s own Better Apartments Design Standards,” Cr Healey said.
Council also opposed changes to the Boroondara Planning Scheme to make the Minister for Planning the responsible planning authority for the site.
“Council is qualified, capable and experienced in assessing and determining planning applications for the redevelopment of Markham Estate and should be maintained as the responsible authority for the site,” Cr Healey said.
“The Victorian Government has failed to carry out a fair community consultation. The removal of third party appeal rights is unwarranted and is a denial of natural justice. This would not happen if Council remains the responsible authority for the site.
“What we are asking is for Council to remain the responsible authority for the site. We want to work with the Government to deliver a process and project that can truly be a demonstration of a collaborative approach and best practice design that provides much-needed public housing and the best outcome for our community.”
