Coronavirus update 13 March 2020

Coronavirus: guidance and support.

The City of Boroondara will hold Council and Special Committee meetings virtually following legislative changes to the Local Government Act 2020 in the Victorian Parliament.

Council will trial the new format at the Urban Planning Special Committee and Special Council meetings scheduled for 4 May 2020, after the introduction of the COVID-19 Omnibus (Emergency Measures) Bill 2020, which allows council meetings to be held by electronic means.

Public gathering rules introduced by the State and Federal Governments discourage the public from physically attending Council meetings. City of Boroondara Mayor Cr Cynthia Watson said Council’s decision to hold virtual meetings was in the interest of public health and safety.

“Many of us have faced some form of disruption or challenge during this pandemic. Holding Council meetings online will ensure our meetings comply with Stage 3 restrictions.

“Although most of our residents are digitally savvy, we are aware that not everyone has access to a digital device. Our goal was to enable Council to meet and make decisions on important items in front of the community we serve, while satisfying State and Federal Government restrictions on public gatherings,” said Cr Watson.

Councillors will attend using the Webex Events conferencing system. The system will allow up to 3,000 members of the community to attend the meeting digitally with end-to-end encryption on all communications.

The Council and Special Committee meetings will be available for the public to watch via live stream. A full recording after the meeting will be made available on the City of Boroondara website. If you are unable to view the virtual meeting and would like to raise a query for a particular meeting item, you can contact your ward councillor, or Council officers by phone or email.

In considering matters where community submissions have been made, all submissions have been provided to councillors for consideration. Where a matter requires an inspection of a site or neighbourhood, councillors will have the opportunity to conduct an inspection to place written submissions in context prior to making a decision.
