Residential parking permits
Boroondara residents who live in the permit zones are given Resident Parking Permits free of charge.
Council has adopted an updated Residential Parking Policy - July 2011.
What types of residential parking permits are available?
There are two types of permits available:
- Specified vehicle permit: for local residents to park close to their homes. The permit sticker is affixed to your car's windscreen.
- Visitor permit: a transferable permit for your visitors. Parking privileges are the same as for a specified vehicle permit but can be used in any vehicle.
How many permits am I eligible for?
The maximum number of permits which may be issued to a single home is three (3), including a maximum of two (2) visitor permits.
A fourth parking permit can be applied for in certain circumstances. For further information refer to Residential parking permit application - additional permits.
Residents living within multi-unit developments, such as units and apartments, are eligible to apply for one (1) residential parking permit only. Not all applications for residential parking permits from residents living in multi-unit developments will be approved. Applications will be assessed on an individual basis in line with Council's Residential Parking Permit Policy and the relevant planning permits for individual properties.
Please note: permits are issued either to the owner of the property - if the owner resides there - or to the tenant. Ownership of a property does not guarantee entitlement to residential parking permits.
How do I apply?
Complete the residential parking permit application form.
The following additional documents are required to support your application for residential parking permits:
- If you are the owner of the property, a copy of a current utility bill to confirm that you are residing at the property
- If you are not the owner of the property, a copy of your current lease agreement
- If you are applying for a specified vehicle permit, one of the following:
A copy of the specified vehicle's registration form, indicating the vehicle is registered at your residential address
OR
In the case of a company car, a letter from the company outlining the lease arrangements and confirming that the vehicle is used for personal reasons and is kept at your residential address.

A temporary permit will be issued if eligibility is satisfied.
Does this mean I have a guaranteed parking spot in my street?
No, by issuing a permit Council does not guarantee a parking spot.
I live in a commercial shopping area, does that make any difference?
Yes, applications received from premises in commercial shopping areas require an inspection of the residence prior to the issue of any permits. The nearest adjacent side street must be nominated if the permit holder lives on a commercial strip or arterial road.
Where can I park with a permit?
The permits only apply in the street designated on the permit and the nearest intersecting street to the permit holder's residential property. The permit will exempt vehicles from time restrictions of one hour or more in duration. If permit holders cannot get a park in their nominated street they must follow parking restrictions that apply in any adjacent street.
Can I get booked if I park in my street?
Yes. Parking infringements may be issued for failure to display a current resident parking permit. In addition, a permit holder must not park in:
- No Stopping area
- Loading Zone
- public car park
- within 10 metres of an intersection clearway
- No Parking area.
This is not a complete list of 'no parking' zones. Should the holder of a permit park their vehicle in such a zone, they will be liable for any Parking Infringement Notice, even if they hold a valid resident parking permit.
Where do I place my permit?
Specified vehicle permits must be applied to the lower left side of the windscreen. Visitor permits must be displayed by hanging them on the rear vision mirror inside the vehicle. All permits must be clearly visible and able to be read from outside the vehicle.
Can I get a permit for vehicles other than a car?
Resident permits will not be issued for trailers, caravans, commercial vans, large trucks and earthmoving equipment above 4.5 tonne or 7.5 metres in length.
I have lost my permit: what should I do?
A Statutory Declaration is needed to obtain a new permit.
When does my permit expire?
Resident permits will expire on 30 June each year.
What do I do if I have changed cars or moved house?
Council must be notified if the vehicle is disposed of, or if the owner moves from the area. In either case the permit is to be removed from the vehicle.
Are temporary permits and permits for tradespersons available?
Customers should apply at the Local Laws counter. Each application will be assessed on a case-by-case basis.
