Fundraising permit

  • Submit application at least five working days in advance of date required.
  • A permit is required by anyone who wants to use roads, footpaths and other public spaces for fundraising/soliciting activities in Boroondara.
  • Note: conducting fundraising/soliciting activities on roads, footpaths and other public spaces without a permit is subject to a penalty.
  • No application fee is required as permits are only issued to registered charities, and they are exempt from permit fees.

Guidelines and conditions

  1. A person must not, whether or not in the company of others, conduct door-to-door collections on or at any footpath, nature strip, public car park or other part of the road or Council land without a permit. 
    Penalty applies.
  2. A maximum of two representatives with no more than one representative at the time to be on either side of the street.
  3. Collectors shall not cause any obstruction or nuisance in the street.
  4. Collectors are not being permitted to collect after 6pm in the evenings.
  5. Collectors shall obey any lawful instruction of the police and council officers.
  6. Collectors shall ensure that footpaths and the entrances to businesses are not obstructed at any time.
  7. Approval of the business in front of whose premises you wish to operate must be obtained.
  8. Collectors shall wear identifying badges at all times with:
    • the name and contact telephone number of the person or organisation conducting the fundraising appeal
    • the name of the person or organisation on whose behalf the fundraising appeal is being conducted
    • the name of the collector required to wear the identifying badge
    • the words "valid to" and the date on which the collector's authority - from the person or organisation conducting the fundraising appeal - to participate in the fundraising appeal expires
    • the badge must be visible at all times and must state whether the collector is a volunteer or is being paid.
  9. The person who is in charge on site is responsible for issuing collectors with ID badges.
  10. A copy of the permit must be carried by the collectors during the course of their duties and council reserves the right to withdraw the permit at any time.
  11. All relevant provisions of the Fundraising Appeals Act 1998 must be adhered to.

Non-compliance with the provision of the permit may result in the cancellation of this permit and the application of penalties.

  • Copy of current Public Liability Insurance up to $10 million
  • No fee is required as registered charities are exempt and fundraising permits are only issued to charities.
