Filming permit application form

A permit is required to use roads, footpaths and other public spaces for filming and commercial photography activity in Boroondara.

Submit application at least ten working days in advance of date required.

Please note: filming and commercial photography without a permit is subject to a penalty.

An application fee of $1,150 applies and five working days notice is required for Council to process your application.

Guidelines and conditions

  1. A person must not, whether or not in the company of others, film in or on any footpath, nature strip, public car park or other part of the road or Council land without a permit. 
    Penalty applies.
  2. Direction by members of the Victoria Police or authorised officer of Council must be complied with at all times.
  3. No nuisance shall be committed.
  4. The permit:
    • is valid for the date/s as listed on the permit
    • is not transferable
    • may be cancelled by Council at any time and for any reason.
  5. All activities must comply with City of Boroondara Local Laws, Environment Protection Authority Noise Control Guidelines, Department of Labour and Industry, and the laws or regulations of any other authority having jurisdiction over the proposed activities.
  6. Applicants for motion picture photography must take out public liability insurance indemnifying Council for a minimum of $10 million. For commercial stills photography, public liability must be taken out for a minimum of $5 million. A Certificate of Currency must be attached to each application.
  7. Residents and traders in the immediate vicinity must be canvassed in writing by applicants seven days before application submitted to ensure there are no objections to filming taking place. The letter must direct residents/traders to contact Council to advise of any concerns. (Copy of letter to be attached to application.)
  8. The applicant will pay all costs associated with clearing litter and other waste, and shall repair damage to Council assets caused by the filming and associated activities.
  9. The City of Boroondara reserves the right to cancel any application in the event of activities not being conducted in accordance with the filming permit. No refund of fees shall be made.
  10. Seven days notice is required to reserve parking spaces. Maps must be supplied indicating the location and number of parking bays required. Support cannot be provided for parking in busy areas unless neighbouring residents/traders receive adequate notice and are not inconvenienced.
  11. Council will not approve activities which may cause damage to any reserve. Approval for the use of a reserve must be obtained from Council's Parks and Gardens Department. A deposit of up to $2,000 is required. Irrigation clearances are required for tents, marquees and other temporary structures.
  12. Council's Local Laws prohibit noise in residential areas, or next to residential areas, between 10pm and 7am Monday to Friday and 10pm to 9am on Saturday mornings. Filming is not permitted on weekends between 10pm Saturday and throughout Sunday to 7am Monday unless otherwise expressly approved.
  13. A Council representative is entitled to attend the shoot. The film crew must obey the directions of a Police Officer or an authorised officer of Council. The filming permit must be presented on request to a Council Officer.
  14. The applicants must notify the Victoria Police Film and Television Office of their activities, including any intended road closures, stunts or use of firearms/weapons.

A copy of this permit must be carried at all times during filming. Non-compliance with the provision of the permit may result in the cancellation of this permit and the application of penalties.

  • fee of $1,150 if exterior filming
  • fee of $25 per car parking bay per day will apply in residential areas for normal commuter vehicles. Fee of $69 per car parking bay per day will apply in commercial areas, or for vehicles over 7.5 metre in length or 4.5 tonne gross weight.
