Conduct a business survey permit

A permit is required for the use of roads, footpaths and other public spaces for conducting a business survey.

Please note: conducting a business survey on a road, footpath or other public space without a permit is subject to a penalty.

An application fee of $64 applies and five working days notice is required for Council to process your application.

Guidelines and conditions

  1. A person must not, whether or not in the company of others, distribute advertising material/campaign/promote a product in or at any footpath, nature strip, public car park or other part of the road or Council land without a permit.
    Penalty applies.
  2. A direction by members of the Victoria Police or authorised officer of Council must be complied with at all times.
  3. No nuisance shall be committed.
  4. There shall be no undue obstruction to pedestrian or vehicular traffic, entrances to shops and buildings shall be kept clear at all times.
  5. Approval of the business in front of whose premises they wish to operate must be obtained.
  6. The person conducting the survey shall not cause any obstruction or nuisance in the street.
  7. The person conducting the survey shall wear identifying badges at all times with:
    • the name and contact number of the person or organisation conducting the survey
    • the name of the person or organisation on whose behalf the survey is being conducted
    • the name of the person conducting the survey is required to wear the identifying badge
    • the words 'valid to' and the date on which the survey is being held.
    • the badge must be visible at all times and must state whether the survey conductor is a volunteer or is being paid.
  8. The approved location and nature of the activity is not to be varied without Council's prior consent in writing.
  9. A copy of the permit should be carried by the collector during the course of their duties
  10. The permit:
    • is valid for the date/s of issue
    • is not transferable
    • may be cancelled by Council at any time and for any reason.

A copy of this permit must be carried at all times while conducting the survey.

Non-compliance with the provision of the permit may result in the cancellation of this permit and the application of penalties.

  • a valid certificate of Public Liability Insurance up to $10 million
  • application fee of $64.
