Door-to-door collections permit

Guidelines and conditions

  1. A person must not, whether or not in the company of others, conduct door-to-door collections on or at any footpath, nature strip, public car park or other part of the road or Council land without a permit.
    Penalty applies.
  2. Collectors shall not cause any obstruction or nuisance in the street.
  3. Collectors shall not be permitted to collect after 6pm in the evening.
  4. Collectors shall obey the lawful instruction of the police and Council officers.
  5. Collectors shall ensure that footpaths and the entrances to businesses are not obstructed.
  6. Approval of the business in front of whose premises you wish to operate must be obtained.
  7. Collectors shall wear identifying badges at all times with :
    o the name and contact telephone number of the person or organisation conducting the fundraising appeal
    o the name of the person or organisation on whose behalf the fundraising appeal is being conducted
    o the name of the collector required to wear the identifying badge
    o the words "valid to" and the date on which the collectors' authority from the person or organisation conducting the fundraising appeal to participate in the fundraising appeal expires.
    o The badge must be visible at all times and must state whether the collector is a volunteer or is being paid.
  8. The person who is running the collection is responsible for issuing collectors with ID badges.
  9. A copy of the permit should be carried by the collectors during the course of their duties.

All relevant provisions of the Fundraising Appeals Act 1998 must be adhered to.

Non-compliance with the provision of the permit may result in the cancellation of this permit and the application of penalties.

Ensure you include:

  • Copy of authority to collection, re: Charitable Fundraising Act
  • Application fee of $64. (Registered charities are exempt.)
  • Fee of $41 per car parking bay per day.
  • A valid certificate of Public Liability Insurance up to $10 million must be provided.

The personal information will be used by Council for that primary purpose or directly related purposes. The personal information collected will not be disclosed.

If the information is not collected we are unable to process your application. The applicant understands that the personal information provided is for purpose of door-to-door collections within Boroondara and that he or she may apply to Council for access to and/or amendment of the information. Requests for access and/or correction should be made to Council’s Privacy Officer.
