Busking permit application

You need to have a Council permit to busk in Boroondara.

We need a minimum of five working days to process your application.

Busking is defined as:

  • playing a musical instrument and/or singing
  • conjuring
  • juggling
  • mime
  • mimicry
  • dance
  • puppetry
  • performance art
  • recitation
  • other appropriate theatrical and visual forms.

A fee of $13 per week applies per site and a minimum of five working days notice is required for Council to process your application.

Guidelines and conditions

  1. A person must not, whether or not in the company of others, busk in or on any footpath, nature strip, public car park or other part of the road or Council land without a permit. Penalty applies.
  2. A direction by members of the Victoria Police or authorised officer of Council must be complied with at all times.
  3. The permit holder shall not advertise or associate himself/herself with advertising in conjunction with any performance.
  4. The use of amplifiers is prohibited.
  5. No nuisance shall be committed.
  6. There shall be no undue obstruction to pedestrian or vehicular traffic, entrances to shops and buildings shall be kept clear at all times.
  7. Approval of the business in front of whose premises you wish to operate must be obtained.
  8. Collection of monies by active solicitation is prohibited.
  9. No article or commodity is to be sold, or offered or exposed for sale.
  10. Concentrated periods of activity not to exceed 20 minutes duration with a break of 10 minutes between such periods. Locations should change every 20 minutes for each performance.
  11. Children under 18 years old shall not form part of any busking performance without Council approved adult supervision.

The permit:

  • is valid for one week from the date of issue
  • is not transferable
  • may be cancelled by Council at any time and for any reason.

A copy of this permit must be carried at all times during performances.

Non-compliance with the provisions of the permit shall result in the cancellation of the permit and the application of penalties.
