Council's Adopted Urban Design Framework (UDF)
In February 2000, Council initiated contact with Coles Myer regarding the future of the Tooronga Village site. Coles Myer agreed to work with Council to prepare an Urban Design Framework (UDF) for the site.
In December 2000, a Working Group to guide the UDF process was established. The members of the Working Group included:
- 3 Councillors
- 4 Community Representatives
- 3 Council Officers
- 2 Coles Myer Representatives
The Working Group met seven times between December 2000 and October 2001 to develop the UDF.
In September 2001, three ‘Community Information Sessions’ were held to inform the development of the UDF.
Council adopted the Tooronga Village UDF at the Urban Planning Special Committee Meeting, 7 November 2001.
The key features of the Tooronga Village UDF are:
- Movement – including providing safe vehicular and pedestrian movement through the site, ensuring the development does not impact negatively on the surrounding road network; creating strong links with public transport; and facilitating safe recreational movement along Gardiners Creek.
- Land Use – including encouraging a mix of land uses to create an active centre.
- Built Form – including retaining the Coles Myer building as the highest built form on the site; using built form to reinforce and represent the natural topography of the site; providing a landscaped buffer along the eastern interface of the site and using landscape elements to soften the site.
- Environmental Impacts – including enhancing the quality and vegetation within the Gardiners Creek corridor and creating positive new visual experiences.
