Planning Permit Applications for Tooronga Village Development Lodged with Minister for Planning
Stage 1 and 2 applications
Planning permit applications for Stages 1 and 2 of the Stockland redevelopment of the Tooronga Village site were lodged with the Minister for Planning on 8 May 2007. Further information on the proposal and amended plans were lodged with the Minister for Planning on 26 July 2007 and 24 August 2007.
Stage 1 of the redevelopment relates to the north-west corner of the site where the shopping centre is currently located. Stage 2 of the redevelopment relates to the area immediately to the rear of the Coles Group Headquarters.
The key features of the proposal are:
Stage 1
- Retail mall comprising Coles supermarket (3805 sq. m), First Choice Liquor (1002 sq. m) and specialty retail stores (2918 sq. m).
- 4000 sq. metres of office space.
- Restaurant, Day Spa and Community Centre.
- Podium above Retail Mall containing public and private open spaces. The podium can be accessed by pedestrians directly from the footpath along Toorak Road.
- Two apartment towers above the podium containing a total of 215 apartments. The ‘Crescent Tower’ closest to Tooronga Road has 8 levels of apartments. The ‘Toorak Tower’ closest to Toorak Road has 10 levels of apartments.
- Car parking for retail, residential and office uses on the levels below the retail mall.
Stage 2
- Residential building containing 100 apartments over 11 levels.
- Car parking spaces for residential parking and 500 spaces allocated to the Coles Group.

Consultation on the planning permit applications was undertaken with the community in May and the comments received informed Council’s initial submission to the Minister for Planning. A copy of Council's submissions can be viewed here.
The key changes shown in the amended plans are:
- A redesign of the landscaped podium area within Stage 1 of the development to improve pedestrian amenity and levels of activity on the podium.
- A redesign of the internal retail mall and podium space to provide greater natural light into the retail mall from the podium area above.
- A redesign of the Toorak Road frontage, including providing buildings along part of the street edge rather than a completely open landscaped area.
- The modification of the entrances to the Stage 2 apartment building to provide better access from the street.
- The deletion of the blind merge at the exit of the retail basement car park.
The Minister for Planning issued the Planning Permits for Stage 1 and 2 of the redevelopment on 5 December 2007. These planning permits can be viewed here.
Early Works (Part A) Application
On 27 July 2007, Stockland lodged a planning application for the first stage of earthworks on the Toroonga Village site. Further information was lodged on 3 October 2007. The works proposed in this application include:
Bulk Earthworks on land north of the Land Subject to Inundation (LSIO) area to –
- Prepare the site for future development and accommodation of infrastructure;
- Overfill the quarry hole (to minimise further settlement post development);
- Create an engineered capping layer over the unconsolidated fill to minimise settlement post development;
- Treat the site in a manner approved by the Environmental Auditor (to satisfy Environmental Audit Overlay requirements); and
- Build the site up to levels required for adequate drainage of the proposed redevelopment.
A temporary car park will also be constructed to accommodate 500 cars during the redevelopment of the site. The location of this car park will move over time, according to the phasing of the redevelopment.

Early Bulk and Minor Works Applications (Part B, B1 & C)
On 12 November 2007, Stockland lodged planning applications for earthworks and drainage works on the Tooronga Village site. Key aspects of these applications are as follows:
- Re-direction of the existing Rix Street open drain to an alignment further east of the current location. This includes an underground drainage pipe and an overland flow path;
- Filling the Land Subject to Inundation Overlay (LSIO) to above the 100 year flood levels. These works are proposed in conjunction with the widening of Gardiners creek by Melbourne Water;
- Construction of a new retaining wall along the eastern site boundary, adjacent to 2A Faircroft Avenue and Burke Road South Reserve. The retaining wall will have an average height of 1.5 metres adjacent to 2A Faircroft Avenue and a maximum height of 2.7m adjacent to the reserve; and
- Removal of one Eucalyptus camaldulensis along the eastern boundary and three Southern Mahogany Gums along the creek.

In February 2000, Council initiated contact with Coles Myer regarding the future of the Tooronga Village site. Coles Myer agreed to work with Council to prepare an Urban Design Framework (UDF) for the site.
